WASHINGTON — Senior executives at Fannie Mae manipulated accounting to collect millions of dollars in undeserved bonuses and to deceive investors, a federal report charged Tuesday.
The government-sponsored mortgage company was fined $400 million.
The blistering report by the Office of Federal Housing Enterprise Oversight (OFHEO), the result of an extensive three-year investigation, was issued as Fannie Mae struggled to emerge from an $11 billion accounting scandal. Also Tuesday, the housing oversight agency and the Securities and Exchange Commission announced the $400 million civil penalty against Fannie Mae in a settlement over the alleged accounting manipulation.

WASHINGTON — Employers shed 62,000 workers in June — the sixth straight month of job losses — as the construction and manufacturing sectors continued to struggle, the Labor Department said Thursday.
The unemployment rate held steady at 5.5%, though the report showed that 52,000 more jobs were lost in May and April that had earlier been estimated.
Wage growth was tepid. Average hourly earnings for production and non-supervisory workers rose 3.4% during the past year and average weekly earnings gained just 2.8%. Wages are lagging inflation as gasoline, energy and food prices surge.
"Over the past year the number of unemployed has increased by 1.5 million to 8.5 million and the unemployment rate has increased by 1 percentage points to 5.5%," says Steven Wood, chief economist of Insight Economics. "In the post World War II period, every time the unemployment rate has jumped by a full percentage point in the course of a year, the economy has slipped into recession."
So far this year, the economy has lost a total of 438,00 jobs, an average of 73,000 a month.

Senior government employees spent a nominal amount of money upgrading official flights from coach, the GAO has found.
Federal employees wasted at least $146 million over a one-year period on business- and first-class airline tickets, in some cases simply because they felt entitled to the perk, congressional investigators say.
A draft report by the Government Accountability Office, obtained Tuesday by The Associated Press, is the first to examine compliance with travel rules across the federal government following reports of extensive abuse of premium-class travel by Pentagon and State Department employees. The review of travel spending by more than a dozen agencies from July 1, 2005, to June 30, 2006, found 67 percent of premium-class travel by executives or their employees, worth at least $146 million, was unauthorized or otherwise unjustified. Among the worst offenders: the State Department, whose employees typically fly abroad on official business.

WASHINGTON (CNN) -- Nearly $9 billion of money spent on Iraqi reconstruction is unaccounted for because of inefficiencies and bad management, according to a watchdog report published Sunday.
An inspector general's report said the U.S.-led administration that ran Iraq until June 2004 is unable to account for the funds.
"Severe inefficiencies and poor management" by the Coalition Provisional Authority has left auditors with no guarantee the money was properly used," the report said.
"The CPA did not establish or implement sufficient managerial, financial and contractual controls to ensure that [Development Fund for Iraq] funds were used in a transparent manner," said Stuart W. Bowen Jr., director of the Office of the Special Inspector General for Iraq Reconstruction.
The $8.8 billion was reported to have been spent on salaries, operating and capital expenditures, and reconstruction projects between October 2003 and June 2004, Bowen's report concluded.
